　　根据宁波市人事局甬人专〔2007〕18号和宁波市建设委员会甬建发〔2008〕128号文件精神，现就我市2008年度非公有制企业建工城建专业中、初级专业技术资格考评工作有关事项通知如下：<;/font>;<;/p>;

<;font size="4" face="仿宋_GB2312">;　　一、范围和对象<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;　　非公有制企业中从事建工城建专业工作的人员。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;　　二、申报条件<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;　　(一)正常晋升<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;　　中专及以上学历从事专业工作满1年的，可申报技术员。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;
　　中专学历从事专业工作满5年，大专学历从事专业工作满3年，本科学历从事专业工作满1年的，可申报助理工程师。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;
　　大专及以上学历任助理工程师满4年，硕士学位或双学士学位任助理工程师满2年的，可申报工程师。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;
　　全日制普通高等学校本科毕业从事本专业工作满5年、大专毕业从事本专业工作满7年的，可申报工程师。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;　　所学专业与现从事专业不一致的，从事专业工作年限均相应增加1年。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;　　（二）破格晋升<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;　　1、技术员须符合下列条件中的两条：<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;
　　（1）市级以上（含市级，下同）专业学术会议上交流或发表有一定价值的论文、技术工作总结的。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;
　　（2）市科技进步奖、建设工程质量优胜奖、建设工程文明标化工地等以上荣誉的贡献者。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;
　　（3）2003年以来获得市级以上劳动模范、突出贡献专业技术人员、先进工作者、科技先进工作者等荣誉的。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;
　　（4）高中毕业从事专业工作满5年，初中毕业从事专业工作满7年，并具有较高专业水平和实际业务技能的。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;
　　（5）承担下列项目之一的技术负责人：两幢5层以上房屋建筑；单跨9米以上单层工业厂房；2500平方米以上的广场；单体40万元以上建筑装潢工程；单跨10米以上桥梁；造价100万元以上道路；内径600毫米以上管道。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;　　2、助理工程师须符合下列条件中的两条:<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;　　（1）市级以上专业学术会议上公开交流或发表有价值的学术论文的。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;
　　（2）市科技进步奖、建设工程质量优胜奖、建设工程文明标化工地等以上荣誉的主要贡献者。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;
　　（3）2003年以来获得市级以上劳动模范、突出贡献专业技术人员、先进工作者、科技先进工作者等荣誉的。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;　　（4）主持一个单位或部门的技术工作2年以上,且业绩特别显著的。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;
　　（5）高中毕业从事专业工作满7年，初中毕业从事专业工作满10年，专业水平高，业务能力强，工作业绩显著的。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;
　　（6）承担下列项目之一的主要技术负责人：三幢多层房屋建筑且累计建筑面积7000平方米以上；单体建筑面积5000平方米以上；单跨12米以上单层工业厂房；4000平方米以上广场；单体80万元以上建筑装潢工程；单跨15米以上桥梁；造价200万元以上道路；内径800毫米以上管道；高层建筑给排水项目。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;　　3、工程师须符合下列条件：<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;
　　不具备规定学历担任助理工程师职务四年以上，或具备规定学历担任助理工程师不满4年，具备下列条件中两条及以上的，可申报工程师职务任职资格。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;
　　（1）市级以上科技进步奖获得者；省厅技术进步二等奖以上项目的主要完成者；宁波市级以上本专业奖项（“甬江杯”、宁波市优秀勘察设计一等奖、“宁波市标化工地”等）的主要完成者；两项市级工程质量奖或标化工地的主要完成者。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;
　　（2）任现职以来被评为宁波市级以上（含建设系统）专业工作先进工作者、优秀项目经理；或被评为市级以上劳动模范、先进工作者、优秀党员。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;
　　（3）主持本单位相关业务技术工作三年以上；或长期（指满10年以上）在基层第一线工作并取得工程类相关专业执业资格证书（二级建造师、二级建筑师等）的。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;
　　（4）从事本专业工作满20年；或具有中专学历，从事本专业工作满15年的。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;　　三、考评办法<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;
　　初级专业技术资格评定采用考试和评审相结合的方式，所学专业与现从事专业不一致或破格晋升的人员，须参加基础理论和专业知识考试；中级专业技术资格评定采用面试和评审相结合的方式，申报人员均须参加面试。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;
　　考（面）试成绩合格的，报评委会评审。评审结果在慈溪人才网公示5天，无异议的，由市人事局发文公布并核发相应证书。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;　　四、申报材料内容及要求<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;　　（一）专业技术人员业务档案和任现职以来专业技术工作总结。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;　　（二）《专业技术职务任职资格评审表》一式2份。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;　　（三）反映专业技术水平实绩材料（论文、著作、专利等）。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;
　　（四）符合破格条件的证明材料（获奖证书、资历证明、学历证书、上岗证书等原件和复印件）。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;　　（五）《专业技术资格申报人员花名册》（附件1）一份。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;
　　（六）《专业技术资格申报人员情况综合表》（附件2）一式15份，A3纸打印。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;　　（七）正常晋升中级任职资格须提供相关专业论文一篇。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;
　　申报专业技术资格的资历计算到2008年12月底。在此期限内已达到退休年龄的，不列入申报范围。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;
　　提交的材料、证件为原件和复印件各1份。递交2寸正面免冠近照1张（背面写上姓名），做证备用。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;　　五、材料报送时间、地点<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;
　　申报材料经单位核实，由所在镇（街道）经济发展办公室、开发区经济发展局初审汇总后，于8月10日前报市专业技术资格评价中心（北三环东路1999号，电话：63938230、63938233）。<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;　　六、收费标准<;/font>;<;/p>;
<;p style="line-height: 250%; margin-top: 0; margin-bottom: 0">;
<;font size="4" face="仿宋_GB2312">;
　　评审费按浙价费[2002]229号文件规定执行：即中级每人180元，初级每人100元。考务费每门课50元。<;/font>;<;/p>;
